My vocal teacher keeps talking to me about a very whiny cry sound to use especially on high notes to be able to hit them tension free? Can someone whose uses this technique try to explain how to know if your doing it right?

I think that 'crying' is a combination of: good vocal fold closure, twang, and easy support. Now you can DEFINITELY over do this, which is why you need to practise and learn the difference between the right amount of tension and what is just straining. That video is a great starting point, and just remember to "cry" but also know that it shouldn't FEEL painful or hurtful like really crying does ;)
