I've heard a technique calls it the "singing muscle." Their philosophy is that a properly trained hyoglossus creates a groove in the tongue, and thus a perfect singing/speaking technique. However, get the right sounds and you'll use all of the right muscles in the right way. Isolation is a great way to learn yourself, but if you're working with someone just get the right sounds. I don't think it's that vital, especially on the whole. It's one of the pieces to the puzzle, not the puzzle itself.
